    U.S. Multinational Services Companies: Effects of Foreign Affiliate Activity on U.S. Employment

    This working paper examines the effect that U.S. services firms’ establishment abroad has on domestic employment. Whereas many papers have explored the employment effects of foreign direct investment in manufacturing, few have explored the effects of services investment. We find that services multinationals’ activities abroad increase U.S. employment by promoting intrafirm exports from parent firms to their foreign affiliates. These exports support jobs at the parents’ headquarters and throughout their U.S. supply chains. Our findings are principally based on economic research and econometric analysis performed by Commission staff, services trade and investment data published by the Bureau of Economic Analysis, and employment data collected by the Bureau of Labor Statistics. In the aggregate, we find that services activities abroad support nearly 700,000 U.S. jobs. Case studies of U.S. multinationals in the banking, computer, logistics, and retail industries provide the global dimensions of U.S. MNC operations and identify domestic employment effects associated with foreign affiliate activity in each industry

    An Overview and Examination of the Indian Services Sector

    India’s service sector has grown rapidly since the 1990s. Domestic demand for services has increased as incomes have risen, triggering the expansion of industries such as banking, education, and telecommunications. Exports have also increased rapidly, led by information technology and business process outsourcing (IT-BPO). India’s ability to offer low-cost, high-quality IT-BPO services has made it a world leader in this industry. However, employment in services has not grown as quickly as output. The majority of India’s jobseekers are low-skilled, but demand for workers is growing fastest in higher-skill industries. The supply of highly-skilled workers has not kept pace with demand, causing wages to increase faster for these workers than for lower-skilled ones. India’s government has supported the growth of service industries through a mix of deregulation, liberalization, and incentive programs, such as the Software Technology Parks of India. Nevertheless, burdensome regulations, poor infrastructure, and foreign investment restrictions continue to affect service firms’ ability to do business. USITC analysis suggests that additional liberalization would lead to an increase in India’s imports of services

    Early Language and Literacy Skills of Spanish-Speaking Dual Language Learners

    The purpose of this study is to examine the early language measures that are the best predictors of English reading achievement and to determine whether assessing DLLs’ Spanish language skills contributes to the prediction of English reading achievement. Preschool and kindergarten often represent DLLs’ first significant exposure to English, and development of English language proficiency is strongly linked to English reading achievement (Storch & Whitehurst, 2002). Because DLLs may not be exposed to English consistently prior to preschool or kindergarten, they often enter kindergarten with lower levels of English proficiency than their monolingual peers. This makes it difficult to identify DLLs who may be at risk for reading difficulties based on their language proficiency. Currently, many measures exist to assess the early language skills of dual language learners early in school, but little research has been conducted to compare which assessments are the best predictors of students’ future English reading achievement. The fact that many DLLs enter elementary school with low English proficiency complicates identification of students at risk for later difficulties. For example, is the limited English proficiency of DLLs simply a result of lack of exposure? Or do DLLs also have low proficiency in their first language (Spanish)? Therefore, an additional purpose to this study is to examine whether assessing children’s language skills in Spanish further contributes to prediction of English reading achievement

    The Metallo-β-lactamase GOB Is a Mono-Zn(II) Enzyme with a Novel Active Site

    Metallo-β-lactamases (MβLs) are zinc-dependent enzymes able to hydrolyze and inactivate most β-lactam antibiotics. The large diversity of active site structures and metal content among MβLs from different sources has limited the design of a pan-MβL inhibitor. Here we report the biochemical and biophysical characterization of a novel MβL, GOB-18, from a clinical isolate of a Gram-negative opportunistic pathogen, Elizabethkingia meningoseptica. Different spectroscopic techniques, three-dimensional modeling, and mutagenesis experiments, reveal that the Zn(II) ion is bound to Asp120, His121, His263, and a solvent molecule, i.e. in the canonical Zn2 site of dinuclear MβLs. Contrasting all other related MβLs, GOB-18 is fully active against a broad range of β-lactam substrates using a single Zn(II) ion in this site. These data further enlarge the structural diversity of MβLs

    How Effective are Posted Signs to Regulate Tourism? An Example with New Zealand Fur Seals

    Increased tourism has augmented harassment to wildlife and posted signs are commonly used to manage such interactions. This study determined whether signs increased tourist compliance with regulations to remain \u3e10 m from New Zealand fur seals (Arctocephalus forsteri ) at Kaikoura Peninsula. We observed 362 tourist groups interacting with seals. The percentage of groups in which all members respected the posted distance was similar whether tourists saw the signs or not [60.6% vs. 65.9%; G(l ) = 0.98, p 0.32]. Results indicate that posted signs were ineffective in increasing compliance to regulations and suggest that alternative approaches must be considered to increase regulation compliance and better manage interactions between tourists and wildlife

    The seventh international RASopathies symposium: Pathways to a cure—expanding knowledge, enhancing research, and therapeutic discovery

    RASopathies are a group of genetic disorders that are caused by genes that affect the canonical Ras/mitogen-activated protein kinase (MAPK) signaling pathway. Despite tremendous progress in understanding the molecular consequences of these genetic anomalies, little movement has been made in translating these findings to the clinic. This year, the seventh International RASopathies Symposium focused on expanding the research knowledge that we have gained over the years to enhance new discoveries in the field, ones that we hope can lead to effective therapeutic treatments. Indeed, for the first time, research efforts are finally being translated to the clinic, with compassionate use of Ras/MAPK pathway inhibitors for the treatment of RASopathies. This biannual meeting, organized by the RASopathies Network, brought together basic scientists, clinicians, clinician scientists, patients, advocates, and their families, as well as representatives from pharmaceutical companies and the National Institutes of Health. A history of RASopathy gene discovery, identification of new disease genes, and the latest research, both at the bench and in the clinic, were discussed

    Evaluation of the association of heterozygous germline variants in NTHL1 with breast cancer predisposition: an international multi-center study of 47,180 subjects

An analysis of 4985 women with breast cancer, enriched for familial features, and 4786 cancer-free women revealed significant enrichment for NTHL1 LoF variants. Immunohistochemistry confirmed reduced NTHL1 expression in tumors from heterozygous carriers but the NTHL1 bi-allelic loss characteristic mutational signature (SBS 30) was not present. The analysis was extended to 27,421 breast cancer cases and 19,759 controls from 10 international studies revealing 138 cases and 93 controls with a heterozygous LoF variant (OR 1.06, 95% CI: 0.82–1.39) and 316 cases and 179 controls with a missense variant (OR 1.31, 95% CI: 1.09–1.57). Missense variants selected for deleterious features by a number of in silico bioinformatic prediction tools or located within the endonuclease III functional domain showed a stronger association with breast cancer. Somatic sequencing of breast cancers from carriers indicated that the risk associated with NTHL1 appears to operate through haploinsufficiency, consistent with other described low-penetrance breast cancer genes. Data from this very large international multicenter study suggests that heterozygous pathogenic germline coding variants in NTHL1 may be associated with low- to moderate- increased risk of breast cancer
